California Sangria

1 750 ml bottle dry red wine
1/2 cup cognac
1/4 cup Cointreau
superfine sugar (to taste)
1 sliced orange
1 sliced lemon
1/2 cup sliced strawberries (optional)
1 cup chilled seltzer


Combine all ingredients except seltzer
Chill 1-2 hours
Add seltzer immediately before serving
